What kind of dog do you have? Some dogs absolutely HATE the rain and refuse to go outside. You can try purchasing a rain coat for him, then he wouldn't get wet. I had an iggy that wouldn't go out when it was raining unless I walked out with him. He would hurry up and go then run for the door!
I have to go out and only then will they come out too. I can't just stand in the doorway. Oh noooo.... I have to go way out in the yard, in the rain, and THEN they will make a mad dash out, pee, and run back to the house. But I love them, so they are worth it.
