Ask a vet. It could be an illness or just pigmentation. I've had dogs with purple patches n they were fine.

Check his gums if they're also red and swollen. Looks like a bad reaction to something. Maybe eating a poisonous plant or chewing on an electric cord. Call your vet for further information.
