Don't trust that scale - you should be taking him to the vet shortly for a booster shot - make sure they weigh him while you are there and tell you his exact weight. But if that scale was correct, your puppy is already off the chihuahua puppy growth rate chart which someone else posted for you (it only covers chis that will be 6 pounds or less final adult weight). A 9 week old who weighs 4 pounds is likely to end up in the 9 or 10 pound range. I had a 10 weeker who weighed 3 pounds who is 6 months now and pushing 7 pounds - she'll likely make 8 pounds full grown. Chihuahuas over 6 pounds are too big for the AKC show ring, but that doesn't mean they are any less chihuahua. Unfortunately the "in" things right now are unnatural "teacup" size dogs (which is a made-up term by backyard breeders to cheat you on price - but by their definition, final adult teacup weight is supposed to be less than 3 pounds). Teacups are generally unhealthy with much shorter life spans than their properly sized brothers and sisters. Although you may be disappointed your pup isn't tiny, rejoice in the fact that he should be very healthy.
