Dogs are individuals just like we are. Sometimes you'll get two dogs together that just don't like each other. If they were approx the same size I'd say to do desensitization exercises - feed treats while they are on lead near each other, treats stop when other dog leaves room. But since your Westie is small and 11 yrs old, I'd say give the old guy a break. Keep them apart and rotate who is in and who is crated. A Lab cross could seriously injure the Westie without much effort.
Your dog is at a very influencial age at the moment and if he is constantly being beaten up and bullied by the Westie, it could affect his behaviour towards all other dogs if it continues. Alternatively he may fight back eventually and he could do a lot of damage to the Westie. The Westie is probably feeling pretty stressed out too as he feels he has a eason to be aggressive to your dog. I would keep them apart.
Excercise the dogs together, both on a leadA good long walk one either side of you will firstly take some of their engery away.Allow them to be together on neutral teritoy as much as possibleAt your parents house it is best to keep the dogs sperated, this does not have to be different rooms just on leads
