try to chain them and control their actions, usually if you feed them enough sugar, they get hyper and eventually so hyper that they will bark at you. i think you should also try consulting a vet to get more proffession information regarding this situation.
don't shoot them.your dogs need training. a dog is - in some way - like a little child. he loves you and he want's your attention. in order to get people's attention he will jump up on them so you need to teach your dog to stop doing that. how? everytime he jums up on you turn away, start doing something else, ignore him completely, and just generally be busy. don't push him down, but just give him 0 attention. absolut nothing, don't even look at him. when he releases and lets go of you, you must wait a little and then give him all your attention, talk to him, pat him, be nice ...your dog will learn that jumping up on people is no longer a good way to get attention, but behaving is.
You may need the cooperation of people at the park. Ask them to simply step in to your dog to keep them from jumping up. Here is another way to teach them "four on the floor"http://www.dogtrainingbasics.com/off.html
Keep them on a leash until they are properly trained. Give a firm correction with a snap of the leash if they start to jump or better yet, hold them in tight to keep them from even starting. When people approach make them sit or put them in a down-stay. If a strange dog jumped up on me, they'd get a knee to the chest. I don't allow that with my own dogs and I sure as heck wouldn't allow it from a strange one.
