Unfortunately, because dogs eat animal protein, There is not too much other than garbage for their poop. It will decompose and the bugs do eventually take care of it. If you have a wild area close to you it could be spread thinly out there. But again a pile will take time and smell before the bugs have a chance to clear it all away.
You can pick it up in newspaper instead of plastic or use a corn starch based plastic bag. I was also going to recommend composting and using the compost around flowers. You don't want to use dog or cat compost around vegetables or other edibles.
