My dog brought home a Ptarmigan with a broken wing and I need help please, anybody please?

My dog chased a Ptarmigan and broke it's wing. I have to help this bird. The bird has a broken wing with a small puncture on the wing and is missing a bit of feathers from around the site. I washed the birds wing with cold water, then with warm salted water and only had flour to stop the bleeding. I have no food, but I did find wild frozen cranberries and dry oatmeal, and crushed cereal. I made the bird a box, with a see through saran wrap window and lots of air. There seems to be flea issues and food issues, does anybody preferably a vet; have any other suggestions? I'll try anything within reason to continue to help this bird, that, I hope one day, to release back into the wild. A rehab will fix and do the exercise it needs to regain muscle tone so that it can fly - in humans and birds they lose muscle tone and muscles freeze up and needs rehab to get better- other wise it will not be able to fly away from predators.
