How much is a regular Shetland Sheepdog supposed to weigh?

I have a deaf double merle Shetland Sheepdog(my sisters friend worked as a vet and she gave him to me for my early Christmas present last year), I weighed him at a vet so I could see how much he can hear, and he weighed 31 pounds! He is very big for a Shetland Sheepdog.. He's not fat, I can feel his ribs just fine.

depends on breeding and genesif not breed to standards, no tellingask your vet about dogs health
