      Dogs showing aggressive behavior can strike at any time, but they show that for a number of reasons, not just because they want to bite someone or another dog. For the most part its not in any dog to just be aggressive and want to strike something all the time. There are underlying reasons why they do that and you can train them out of it. Being dominant is not necessarily being aggressive. A dominant dog will be friendly and want to sit on your foot, or jump up on you when they greet you, or even if your just on the floor with them they will want to lay on you or put their paws somewhere on you. It may seem as if they just like you a lot, but they don't rationalize about feelings like that the way we do. That shouldn't be tolerated either. Even that simple dominant behavior can lead to aggression. That too is easy to correct and without even saying the words "NO" or DOWN. You really don't need to use a voice command, but most will. Of course you'll have to teach your dog what those words represent so it's far easier just to use a tug on a leash or collar without saying a thing.
