Why does my female dog do this?

I've been noticing recently that my female dog mounts my neutered male dog. My female dog isn't spayed and could that be the reason why she does this?

Dogs often hump each other to display dominance. When dogs in the wild sleep together, the one who sleeps on top of the pile is usually the most dominant animal, or "top dog". When your dogs sleep together, one will usually sleep with part of its body (a paw, its head) on top of your other dog. It will probably be the same dog that is doing the humping. Your dog is trying to be the "top dog".

The male dog is a wimp....this is what's happening to America right now when her people allows themselves to be "mounted" on by liberals. Welcome to the wussificiation of America.

This is probably a dominance issue.
