How can I tell what mood my new dog is in?

I recently adopted a Katrina victim dog who is about 2 years old. He is a bassett hound, so he always looks sad, but I think he is acually happy. I'm new to this puppy thing, and I know when he wags his tail he is supposted to be happy. Does tail wagging mean anything else? How do I know when he is sad? How do I make him happy?? Any advice would be great! Thanks!

sad= tail drooped or between his legsto make my dogs happy, i play with them or give them a treat

Be a kind, attentive and loving master. He needs exercise, but is probably happiest when he's indoors with you. Supplement his dog food with occasional treats like those pig ears or something special. Play with him. Pet him. Scratch him. Hug him.

tail wagging means "i am willing to interact" it can also mean its good to see you or im excited or happy. Droopy tail means tired or bored or sad. If hes wagging his tail hes probably happy. Bassets always look sad because of thier droopy eyes
