The 'paint' on the fish tank could just be a blue backdrop. You can purchase these at the pet store, and there are instructions on the backdrop package for fastening them onto your fish tank.
An oil or epoxy paint can be used to paint the back or sides of a fish tank. Never paint the inside of a fish tank!!! In my opinion, black is a better color to use than blue because it really makes the fishes' colors pop but you can use whatever you want. Personally, I hate mirror back tanks.
