Tail should have been docked shortly after birth.Don't tape it or try to straighten it. God made that breed with acertain type of tail so that's the final word.
Please take your puppy to a vet and ask them. You puppy's tail may have been broken - I love bull dogs that still have their tails.......too, too cute.
