How can I teach my Hound recall?

I have a French Bassett Hound (18 months) who is quite a character. He is very good at coming back when called until he gets a scent, and then he is gone. I have tried a collar that remotely sprays a mist and whilst he is very responsive to this usually, he will not react at all once his head is down.I have had to take to walking him on a long rope (10 metres) so that I can hopefully stamp on the rope before he disappears through the hedges. I would love to let him run around freely when on walks but he is his own worst enemy.Any advice gratefully received.

I'm afraid tracking is in his bloodline. Training recall with the bassetts is very hard to do. I suggest keeping the long line for his safety.
