It is not cherry eye. It should not be doing that if what you are describing is what I'm picturing. Have a vet take a peek. I'm more concerned if it is red or inflammed
You should take the dog to a vet. This could well be the first symptom of cherry eye (or nictitans gland prolapse), a common congenital defect where the gland of the third eyelid (or nictitating membrane) prolapses and becomes visible. It is easily rectified by minor surgery
